Prof. Zhang Yaming, a special researcher of the Provincial Government Counsellor's Office, the chief expert of Hebei Digital Economy and Leisure and Tourism Culture Industry Research Institute, a key provincial think tank, andthe doctoral supervisor, was invited to speak on behalf of the DAB Provincial Committee at the seminar of the DAB Central Committee on promoting the integrated development of two industries. The report "Promoting the integration of advanced manufacturing and service industries" was affirmed by Hao Mingjin, Chairman of the Central Committee of DAB, and was adopted by the State Council after the meeting whichachieved a major breakthrough for our institute to serve the major national strategies and make suggestions for the national high-level decision-making.

The report combined with Professor Zhang Yaming's actual research situation to analyze the five dilemmas faced by the integration of the two industries in detail, namely, the misunderstanding of the integration of the two industries, the traditional "small and comprehensive, large and comprehensive" manufacturing model constraints, the difficulty of integration of the platform carrier, the mismatch after integration of the product supply and demand and institutional barriers to serious obstacles. In view of the current dilemmas of the integration of the two industries, he put forward five policy recommendations: First, accelerating the cultivation of the integration of the two industries in manufacturing services. Creating a new industry model and new model of the integration of the two industriesunder thecondition oflocal demand for abundant, institutional technological innovation, policy support, industry degree matching conditions. Moreover, heproposed a symbiotic model, endogenous growth model and complementary development model; The second is to develop deeply integrated industrial organization carriers and extend the industrial value chain. That is changing the mode from the "Product + Service" mode to "intelligent products + value-added information services + ecological chain services" mode through the means of "Internet + Manufacturing". In addition, Continuing category expansion around the core products, creating a number of industrial chains, new industrial clusters and industrial ecosystem which deeply integrate advanced manufacturing and modern service industry and achieving the transformation of intelligent hardware manufacturing to intelligent hardware ecological service providers;Third, reducing the front-end, middle-end and back-end intermediate input costs of advanced manufacturing industry, building digital economy and intelligent economy information service platform, and effectively promote the manufacturing sector to invest more;Fourth, improving the intellectual property system, optimizing the innovation-driven environment, eliminating the policy barriers to the flow of innovation factors, and breaking the financial barriers to the development of industrial integration; Fifth, we should form the "government, industry, academia, research, capital and media" innovation-driven consortium as soon as possible, not only to give full play to the unique role of each subject of the innovation-driven consortium itself, but also to form a synergy to promote the integration of the two industries through collaborative innovation. The government plays a guiding and regulating role. It shouldmobilize and give full play to the innovation vitality of the market subject enterprises, stimulate the docking and integration of the achievements of universities and R&D institutions with industrial enterprises through the role of capital and intermediary, and finally promote the healthy development of the integration of two industries through the synergy of knowledge innovation and technological innovation.
